BAE Systems is soliciting applicants for potential billets supporting the Naval Surface Warfare Center (NSWC) Carderock Division, Detachment located in Kitsap County WA. These billets are contingent upon a successful compete and contract award which is expected in late December.
We are seeking a senior Management Analyst to provide support services for submarine and surface ship signature silencing programs (primarily acoustics) including (but not limited to): support for submarine and surface ship signature measurement trials; development of trial documentation and test plans prior to at-sea periods; the assessment and improvement of current measurement procedures and systems improvement; support for signature trials and special trials and other related studies; the assessment of signature measurement systems; and support for data collection, reduction, analysis, reporting of submarine and surface ship trials data.
The candidate selected will provide Signature Silencing Program support including assisting in identifying and/or developing operational, technical, program, training, and regulatory requirements for silencing program development. Included in this responsibility is the requirement to prepare, organize, collect, evaluate, review, and/or revise program documentation including, but not limited to, issue papers, program plans, implementation plans, milestone charts, work breakdown structures, impact statements, funding profiles, procurement requirements, planning, control data, schedules, cost analysis studies, and resource management (including staffing). In supporting program management of silencing programs, this analyst shall also provide short and long term program assessments, resource and personnel management and leveling including staffing, cost cycles and analysis, develop and maintain program metrics, develop and implement program process improvements, and provide program management training and documentation.
Applicants must reside near, or be willing to relocate to, Kitsap County WA upon contract award. This position is classified as exempt under the Fair Labor Standards Act (FLSA).
Required: 1. Exclusive US Citizenship and ability to obtain a Secret clearance immediately upon hiring. 2 Minimum 15 Years experience in the development and implementation of program and project management and organizational management tracking and control systems; including the development of system requirements, implementation of system procedures, and development of documentation to demonstrate system performance. 3. Organizational management experience including development and implementation of instructions and procedures for monitoring personnel management systems including; job descriptions, position classification, and performance assessment. 4. Experience providing comprehensive program assessments, analyses, and metrics tracking
