General Summary
Identifies, develops, and captures business opportunities for a moderately complex program. Develops and
facilitates the proposal process. Establishes and maintains business relationships with key customers. Develops and implements business development marketing strategies.

Principal Duties and Responsibilities
1. Identifies, develops, and captures new business opportunities.
2. Assists in the development and implementation of the strategic business development marketing plan
3. Participates in the development of long term objectives.
4. Monitors external and internal environment for development of new market segments.
5. Develops and facilitates the proposal process, including budget and pricing development, proposal writing, contract negotiations, and client presentations.
6. Establishes and maintains on-going customer business relationships, including site visits and anticipating and resolving potential problems. Identifies and summarizes customer requirements and priorities.
7. Assists in or produces feasibility studies and business plans for new product development.
8. Evaluates, reviews, and provides input regarding major marketing, distribution, and manufacturing proposals and their impact on the sales function.
9. Develops project plans, including defining roles, responsibilities, and the scope of work for each project.
10. Develops marketing campaigns for new products and services, including formulating a specific budget and expenditure plan.
11. Assist in the management and allocation of discretionary resources including Bid & Proposal (B&P), Independent Research & Development (IR&D), sales, and marketing.
12. Administers departmental policies, procedures, work instructions, budgets, and controls.
13. May perform program manager duties and responsibilities for selected capture efforts during transition to production.
14. May perform duties normally associated with supervision including, but not limited to, hiring, training, evaluating, counseling, and disciplining of employees.

Basic Qualifications
1. A high level of general educational development and/or professional knowledge equivalent to that normally
acquired through the completion of a Bachelor's degree in a technical or business field. A Master's degree in Business Administration is preferred.
2. 7 years of related experience in multiple fields such as marketing, engineering, contracts, finance, manufacturing to gain an in-depth knowledge base and breadth across a full spectrum of diverse product lines and customer base within the defense environment.

Preferred Qualifications
1. A high level of analytical ability to understand technical marketing of moderate complexity and develop long-term strategies to manage the continual marketing of existing, new and/or developing potential systems, subsystems, or technologies.
2. A very high level of communication to present, inform, and persuade internal and external customers of the company's understanding of customer needs and requirements, business development plans, strategies, and actions.
3. A very high level of innovation to develop strategies to capture new business and develop competitive advantage by generating new, moderately complex marketing/persuasive approaches to ensure existing concepts remain sold to the customer and new concepts are accepted by the customer.
