BASIC FUNCTIONS OF THE JOB:
Coordinate, negotiate and manage moderately complex proposals and contracts under minimal supervision. Position requires a comprehensive knowledge of business agreements, government and commercial contracting methods, including policies, procedures and regulations, to provide appropriate leadership and support during proposal, fact-find, negotiation, and day-to-day contracting activities. The individual is expected to independently demonstrate leadership in contracting strategy and methods, have good research and presentation skills and develop and maintain professional and dependable relationships with both internal and external customers.

PRIMARY DUTIES AND RESPONSIBILITIES:
1. Maintain an in-depth knowledge and working understanding of the U.S. government acquisition and procurement environment, the BAE Systems Contracts function and relevant company policies and procedures, commercial contracting methods, FAR/DFAR, export and other government regulations.

2. Independently lead and support proposal activities including, but not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort, participating in all proposal team meetings, preparing the terms, conditions and assumptions upon which the proposal may be submitted, reviewing the technical and pricing proposals for accuracy and consistency, conducting overall business risk analysis and preparing the proposal documents for submittal to the Customer. Responsibilities also include coordinating with other company functions as required to ensure appropriate reviews are conducted, scheduling required reviews, and obtaining required review and approval signatures prior to submittal of proposals or execution of contractual documents.

3. Research and make recommendations on proposal and contract language. Ensure that all necessary functions review recommendations and terms, with minimal direction and guidance needed from the Contracts manager. Lead contract negotiations and collaborate with customers in definitizing and completing the contract under general guidance from the Contracts manager.

4. Advise management of contractual rights and obligations, risk mitigation alternatives and business strategy.

5. Perform all aspects of assigned contract or purchase order processing including, but not limited to, accuracy of order entry data, contract funding, scope changes, contract amendments, receipts and delivery schedules, legal requirements and other commitments.

6. Lead or support fact-finding and other audit activities.

7. Participate in final stages of assigned contract by (1) verifying completion of all commitments, and (2) performing assigned activities associated with contract closeout.

8. Maintain logs of proposals and other data as required and assist in data collection for monthly and quarterly reporting to management.

9. Compile and maintain all required contractual records and documents in accordance with contract requirements and Company policies and procedures.

10. Serve as primary point of contact between the company and the customer for all contractual matters on assigned contracts and projects including auxiliary agreements such as proprietary information agreements and other business agreements.

11. Participate in the drafting and negotiation of various agreements and coordinate any legal reviews as appropriate on behalf of the business supported.

12. Support program managers, product line directors, and business area leads and provide contracts advice and counsel to LOB and company management at all levels as required.

13. Develop specialized contracting knowledge in areas such as international business, offset and teaming agreements.

14. Regularly contribute to the development and implementation of new business methods, processes and contracting concepts to achieve business unit and Contracts goals. May participate as an assessor in the Phase Review Process.

15. May be required by supervisory personnel to prepare contract summaries to assure proper interpretation of the contracts, perform cost or price analysis and resolution of complex business issues on a special assignment basis.

16. Performs other duties as assigned.

REQUIRED SKILLS/QUALIFICATIONS:

Bachelors Degree in Business or Finance and 4 years related experience or MS/JD and 2 years related experience.

Exhibits sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers; 4. Uses computer skills to prepare appropriate reports and documents; 5. Make decisions using sound judgment while complying with policies, procedures, appropriate principles and applicable state and federal laws and regulations; 6. Develops and demonstrates research and presentation skills.
