I. BASIC FUNCTIONS OF THE JOB:

Directs the functioning of one or more small complex programs or one large program, develops strategies and plans necessary for program growth and diversification.

II. PRIMARY DUTIES AND RESPONSIBILITIES:

1. Defines the objectives and strategies of the program, to include strategic and company objectives consistent with customer and contract requirements.

2. Facilitates the timely planning of the program consistent with program requirements and objectives.

3. Assigns areas of responsibility for the program and communicates plan.

4. Conducts regular reviews of program performance, evaluating the current and projected status against the approved plan.

5. Coordinates the program activities with cognizant program resources.

6. Assures the optimum utlization of program resources. Assures effective management of subcontracts and execution of the program material plan.

7. Controls the timely start and completion of program tasks to assure fullfillment of program cosst and schedule objectives.

8. Measures and improves program performance through the investigation of improved processes, tools, staff training, facilities, and team dynamics.

9. Manages the program to assure closure of program objectives efficiently and as early as practical.

10. Maintains accurate records of program data, deliverable items, and material.

11. Directs the work activities of assigned subordinate employees. Conducts performance appraisals, schedules vacation, and approves sick leave usage. Resolves grievances and takes disciplinary action or terminates workers when necessary.

12. Performs other duties as required.

III. SUPERVISION:

A. Responsibilities for Work of Others
Establishes objectives and work plans and delegates assignments to direct or indirect reports to achieve results. May be responsible for the employment, training, motivation, and counseling of direct reports.

B. Supervision Received
Reports to senior leadership. Work is performed without appreciable direction. Senior management reviews objectives to determine success of operation. Involved in developing, modifying, and executing company policies that affect immediate operations and may also have company-wide effect. Operates with significant discretion in making decisions and taking action related to primary duties.

Throughout the Company.

B. Outside of Company
High level outside contacts with customers, government auditors, and contracting agencies for the purpose of such things as program performance, contract and rate negotiations, etc.

B. Working Conditions
Normal office environment. May work extended hours or weekends. May travel overnight or on weekends. Travel may be for extended (> 3 weeks) periods.

Develops department or program budget.

VII. OTHER JOB RELATED INFORMATION:

SCOPE: Regularly interacts with senior management on matters concerning several functional areas, divisions, and/or customers. Requires the ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship. Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results. Erroneous decisions will result in critical delay(s) in schedules and/or unit operations and may jeopardize overall business activities.

This position is located in Charleston, SC. There is no relocation assistance available for this position. Applicants must be currently residing in or state willingness to relocate self to Charleston, SC or surrounding areas.

REQUIREMENTS:

CLEARANCE: Eligibility for government DoD security clearance.

EDUCATION: Bachelor's degree (required) and/or Master's degree (preferred) in Business, Engineering, or Management or equivalent

EXPERIENCE:
Minimum of 7 years of direct supervisory management experience. Six years demonstrated ability, by past experience, managing major complex technical programs supported by at least 25 technical personnel; programs description and a description of personnel supervised must be included. Professional level management experience shall include:
Interface effectively with customers and to delivery quality products and program/project conclusions on time and within budget.

Plan, organize, coordinate, and administer work assignments set forth in delivery orders and to ensure that all reports are prepared and submitted as required.

Coordinating major programs with Government agencies.

Design, installation, logistics, and technical support of complex integrated electronic/electrical systems.
